Biography
Rogue Nation
Kagan was present at the Turandot opera in Vienna. He carried a gun disguised as a bass flute and went backstage and to a spot to murder the Chancellor of Austria. Ethan Hunt spotted him and pursued him. Kagan then later got into a fight with Hunt, and was then pushed by Hunt off the place he was standing, falling to his death.
