Kagan (died 2015) was former member of the Mossad and an operative of the Syndicate who was tracked by Ethan Hunt.

Kagan's weapon disguised as a flute
Kagan was present at the Turandot opera in Vienna. He carried a gun disguised as a bass flute and went backstage and to a spot to murder the Chancellor of Austria. Ethan Hunt spotted him and pursued him. Kagan then later got into a fight with Hunt, and was then pushed by Hunt off the place he was standing, falling and impaling himself on a dragon statue.
